The night-time fire at the popular bar erupted in the early hours on Saturday after someone apparently used a flare gun during a dispute.

Sergei Sitnikov, the governor of the Kostroma region, said 13 people were killed and five people were slightly injured who received medical assistance. Rescuers were able to evacuate 250 people.

He said the fire was especially difficult to put out because of the risk of the building collapsing.
