The Finance Division has introduced a revised salary structure for Assistant Private Secretaries (APS) serving ministers and state ministers, as well as Private Secretaries (PS) appointed to deputy ministers and equivalent officeholders.
Under the new arrangement, the basic monthly salary for these positions has been fixed at Tk 32,540. Previously, individuals appointed to these roles received salaries under the ninth grade of the National Pay Scale 2015, where the starting basic pay was Tk 22,000.
According to official sources, the Finance Division recently communicated its decision to the Ministry of Public Administration following a request for policy clarification regarding the remuneration of such appointees.
The revised salary package applies specifically to individuals recruited temporarily from outside the regular government service structure to serve as APS to ministers and state ministers or as PS to deputy ministers and officials of equivalent status.
The decision also outlines several conditions. While eligible appointees will receive the newly fixed basic salary along with other admissible allowances under existing rules, they will not qualify for annual salary increments. In addition, pension, gratuity, and provident fund benefits will not be available under this arrangement.
Officials familiar with the matter say the move is aimed at creating a more structured compensation framework for politically appointed administrative support staff while ensuring transparency in salary determination.
