A deputy registrar from the vice-chancellor&#39;s office confirmed the matter.

However, no official reason has been disclosed for the resignation.

Notably, two days before the 13th national election, Niaz had stated at a press conference that he wished to step down as VC.

                <![CDATA[A clash ensued between higher secondary level students of Dhaka College and Ideal College in the capital&#39;s Science Lab area.

Around 11:30AM on Thursday, the two groups locked into a clash, forcing the vehicles to halt movement in that area. As a result, vehicular movement on the New Market section of Mirpur Road, adjacent to Science Lab, has come to a complete halt.

A large number of police personnel positioned in the middle of the road at the Science Lab intersection. The higher secondary students of Dhaka College are occupying the New Market section of Mirpur Road, while Ideal College students are taking position along the Green Road section.

The cause of the renewed clash between the students from the two institutions could not be immediately determined.

During the clashes, students were seen hurling bricks and stones at police, prompting the law enforcers to fire tear gas to bring the situation under control.

Police are working to keep both sides calm and restore normalcy to the situation.

                <![CDATA[Assistant teachers of government primary schools have started a sit-in at Central Shaheed Minar in Dhaka demanding 3 issues including salaries under the 10th pay grade.Teachers, under the banner of the &#39;Primary Teachers Demand Implementation Council&#39;, have gathered at the Shaheed Minar from different places since morning.
Their three-point demand includes placing assistant teachers in the 10th grade pay scale, removing complications in obtaining higher grades after 10 and 16 years of service and ensuring 100% departmental promotion opportunities.

&#39;&#39;More than 20,000 teachers will attend this programme. Teachers are coming from faraway districts and many are still on the way. I call on all government primary school teachers to join the movement,&#39;&#39; said Khairun Nahar Lipi, general secretary of the Bangladesh Primary Teachers&rsquo; Association.

According to the Directorate of Primary Education, around 384,000 teachers are currently employed in 65,567 government primary schools across the country.

On April 24, the Ministry of Primary and Mass Education upgraded the pay scale of headteachers from the 11th to the 10th grade and raised the 13th-grade teachers to the 12th grade. But the teachers are not satisfied with this decision.

                <![CDATA[Chief Adviser Professor Muhammad Yunus has called on MPO teachers to return to classrooms with renewed commitment, following the government&#39;s decision to increase their house rent allowance. The interim government recently approved a 7.5% increase in house rent allowance for MPO-listed teachers and employees of private educational institutions, effective from November 1 and an additional 7.5% hike is scheduled for July 2026, the Chief Adviser&rsquo;s Press Wing announced on Tuesday.

Professor Yunus expressed optimism that the increase would help resolve ongoing teacher dissatisfaction and encourage a focus on shaping the nation&#39;s future generations. &ldquo;The interim government acknowledges the legitimacy of the teachers&rsquo; demands,&rdquo; he said. However, he pointed out that the current state of the economy; strained by 15 years of corruption and mismanagement, limits the government&#39;s ability to fulfill the original demand for a 20% increase.

&ldquo;This decision reflects economic realities, despite our commitment to supporting educators,&rdquo; the Chief Adviser noted. Prior to the announcement, Professor Yunus held several rounds of discussions with key government advisers, including Education Adviser Professor Dr. CR Abrar, Finance Adviser Dr. Salehuddin Ahmed and Planning Adviser Dr. Wahiduddin Mahmud.

He expressed special gratitude to Professor Abrar and all involved for their dedicated efforts in addressing the issue.

                <![CDATA[Syed Manzoorul Islam, Emeritus Professor of the English department at Dhaka University, as well as a renowned novelist and essayist, has passed away at the age of 74 (Inna lillahi wa inna ilayhi raji&rsquo;un).

He died at 5:00 PM on Friday while undergoing treatment at LabAid Hospital in Dhaka. Syed Manzoorul had fallen ill on October 3 while traveling to the University of Liberal Arts Bangladesh in Dhanmondi. With the help of a driver, he was taken to a nearby hospital, and later admitted to LabAid Hospital. Doctors reported that he had suffered a massive heart attack, after which a stent was placed in his heart.

His condition worsened on Saturday, with dropping oxygen levels and fluid accumulation in the lungs. Life support was administered on Sunday evening. After about 48 hours on life support, his condition showed some improvement, but it later deteriorated again. Doctors removed life support on Friday evening, and he was declared dead.

Syed Manzoorul Islam&rsquo;s body will be kept at BARDEM mortuary on Friday. His family, friends, and well-wishers have announced that his body will be taken to the Central Shaheed Minar for public homage on Saturday around 11:00 AM. The funeral prayer will be held at the Dhaka University Central Mosque after Zuhr, followed by burial at Mirpur Martyred Intellectuals&rsquo; Graveyard.

Syed Manzoorul Islam was widely respected for his contributions to literature, education, and cultural discourse in Bangladesh.

Born on 18 January 1951 in Sylhet, Syed Manzoorul Islam was the son of Syed Amirul Islam and Rabeya Khatun. He studied at Sylhet Government Pilot High School and MC College before completing his BA and MA in English at Dhaka University. He later earned a PhD in 1981 from Queen&rsquo;s University, Canada.

Manzoorul went on to teach at the Department of English, Dhaka University, where he became one of the country&rsquo;s most respected academics. He was eventually named Emeritus Professor, a recognition of his lifelong contribution to education and scholarship.

Alongside his academic career, Syed Manzoorul Islam was a prolific fiction writer, essayist, and critic. His literary criticism covered figures such as Michael Madhusudan Dutt, Kazi Nazrul Islam, Sudhindranath Dutta, Samar Sen, and Shamsur Rahman.

Among his notable works are &lsquo;Thaka Na Thakar Golpo&rsquo;, &lsquo;Kaanch Vanga Rater Golpo&rsquo;, &lsquo;Andhakar o Alo Dekhar Golpo&rsquo;, &lsquo;Adhkhana Manushyo&rsquo;, &lsquo;Dinratriguli&rsquo;, &lsquo;Ajgubi Rat&rsquo;, &lsquo;Tin Porber Jibon&rsquo;, and &lsquo;Nandantattwa&rsquo;. His fiction often explored the intersections of history, politics, and the human condition, earning him a wide readership.

He received the Bangla Academy Literary Award in 1996 and the Ekushey Padak in 2018 for his outstanding contributions to Bangla literature.

Beyond the classroom and the page, Manzoorul played a vital role in Bangladesh&rsquo;s cultural life. In 2018, he was elected president of PEN Bangladesh, the writers&rsquo; association that advocates for freedom of expression.

He was also closely associated with publishing and translation initiatives that helped bring Bangladeshi literature to international audiences.

                <![CDATA[The much-anticipated Dhaka University Central Students&#39; Union (Ducsu) and hall union elections will be held tomorrow, with 471 candidates contesting 28 positions in Ducsu. Among them, 62 are women.

A record 45 candidates are running for the the vice president (VP) post, including five women. For the general secretary (GS) post, 19 contenders are in the race, while 25 candidates will compete for assistant general secretary (AGS). Thirteen member posts have attracted 217 candidates, of whom 23 are women.

The number of female candidates remains low in most executive positions. No woman is contesting for the posts of international affairs secretary and transport secretary. However, there is one woman candidate each for GS, science and technology secretary, and sports secretary. The highest concentration of women candidates is for the common room, reading room, and cafeteria secretary posts, where nine out of 11 contenders are female.

This year, Ducsu ballots will have five pages, while hall union ballots will be one page. Voters will cast their votes on Optical Mark Recognition (OMR) sheets.

Alongside Ducsu, elections will also take place in 18 hall unions for 13 posts each. A total of 1,035 candidates are running for hall union posts. Altogether, each voter will have to cast 41 votes tomorrow.

According to the commission, there are 39,773 registered voters in the Ducsu polls -- 20,871 male and 18,902 female.

Jagannath Hall has the highest number of male voters with 2,222, while Rokeya Hall accounts for the largest female electorate with 5,641.

Voting will be conducted at eight centres across the campus with 810 booths in total.

For male students, the designated centres are: Curzon Hall (for Dr Muhammad Shahidullah Hall, Amar Ekushey Hall, Fazlul Huq Muslim Hall); Physical Education Centre (for Jagannath Hall, Shahid Sergeant Zahurul Haque Hall, Salimullah Muslim Hall); Senate Building (for Sir AF Rahman Hall, Haji Muhammad Mohsin Hall, Bijoy Ekattor Hall); and Udayan School and College (for Surya Sen Hall, Muktijoddha Ziaur Rahman Hall, Kabi Jasimuddin Hall, Sheikh Mujibur Rahman Hall).

For female students, four centres have been set up: TSC (for Rokeya Hall); Dhaka University Club (for Bangladesh-Kuwait Maitree Hall, Sheikh Fazilatunnesa Mujib Hall); Geology Department (for Kabi Sufia Kamal Hall); and University Laboratory School and College (for Shamsunnahar Hall).

Despite the election commission&#39;s assurance, several candidates have expressed concerns over the limited number of centres and booths, alleging that the arrangement was designed to hinder smooth voting.

The commission, however, maintains that even if each voter takes 10 minutes, all ballots can be cast within the allotted time from 8:00am to 4:00pm without disruption.

            <title><![CDATA[BAU students demand apology from VC and no halls vacate]]></title>

                <![CDATA[Students of Bangladesh Agriculture University (BAU) are protesting against the university administration&#39;s decision to vacate the residential halls. They have been pushing pressure to the authorities to fulfill their six-point demands. Students from different halls gathered at KR Market on the campus at 9AM on Monday to stage protest.

Female students has been seen leaving the dormitories in the morning amid tensions on the campus. The protesters said they will go for stricter movement if the administration does not accept their demands within 12 hours.

The six-point demands are:

1. Immediate withdrawal of the &ldquo;illegal&rdquo; hall evacuation notice.

2. Ensuring uninterrupted access to all facilities in the halls.

3. Resignation of the proctorial body within 24 hours for its failure to ensure student safety and for allowing outsiders to attack students with teachers&rsquo; backing.

4. A public apology from the Vice-Chancellor for incidents of crude bomb explosions, vandalism of the library and other installations, attacks on students with local weapons, and harassment of female students by hired outsiders.

5. Exemplary punishment of the teachers involved in the attacks including Prof. Asaduzzaman Sarker, Prof Tofazzal, Prof Sharif Ar Raffi, and Prof Kamruzzaman of the Faculty of Agriculture; Prof Bazlur Rahman Mollah of the Faculty of Animal Husbandry; Prof Munir of Genetics; and Prof Ashiqul Islam of Dairy Science along with the miscreants.

6. Immediate introduction of a single combined degree as per the ongoing one-month-long student movement.

Earlier on Sunday, the university authorities declared the varsity closed for an indefinite period following recent unrest on campus. They also instructed the students to vacate the halls by 9AM on Monday (September 1).

Chief Returning Officer Professor Dr Mohammad Jasim Uddin announced the comprehensive guidelines in an urgent notice on Monday, limiting candidates to black-and-white materials only.

The regulations prohibit affixing any campaign materials to university structures, walls, vehicles, fences, trees or utility poles within campus premises and residential halls.

&quot;No candidate may use any photograph or symbol other than their own black-and-white photograph,&quot; the notice specified, whilst strictly forbidding the use of ink, lime or chemicals for wall writings or vehicle decorations.

The authority also mandated protection of rival candidates&#39; materials, saying, &quot;No poster, leaflet, or handbill of a rival candidate may be damaged in any way.&quot;

These stringent measures represent the university&#39;s commitment to maintaining campus aesthetics whilst ensuring fair electoral practices. Candidates found violating these guidelines face potential disciplinary action under the electoral code.

The restrictions apply to all candidates, student organisations, individuals, and groups acting on behalf of electoral participants. Distribution of black-and-white leaflets and handbills remains permitted under the new framework.

University authorities expect these measures will create a more disciplined campaign environment for the highly anticipated student union elections.]]>

            <title><![CDATA[Article: Land Crime Prevention and Remedy Act, 2023]]></title>

                <![CDATA[Hafsa Sadia: The Land Crime Prevention and Remedy Act, 2023, is a criminal law designed to define a variety of land-related offenses, including illegal possession, forgery, and fraudulent transactions, and to specify appropriate punishments for them. However, certain provisions of this act significantly expand executive power at the expense of judicial independence. This has become contradictory to the doctrine of the separation of powers enshrined in the Constitution of Bangladesh and challenges the constitutionality of the executive branch&#39;s legal authority. It undermines not only established legal principles but also raises significant concerns regarding due process, fairness, and potential arbitrary justice.
Section 8 of the Act empowers executive magistrates to restore possession in land disputes without prior adjudication of civil rights. According to section 195(1)(b) and (c) of the Code of Criminal Procedure (CrPC), if a land dispute involves crimes like fraud and forgery, a court cannot initiate a criminal trial until a civil court first decides the ownership of the disputed land. These provisions essentially provide protection against false criminal complaints and unfair involvement in cases. Section 9 of the Civil Procedure Code (CPC) establishes the exclusive jurisdiction of the civil court to adjudicate disputes relating to land ownership, possession, and title. Thus, it restricts other authorities, like executive magistrates, from interfering in judicial functions.

Article 109 of the Constitution of Bangladesh empowers the High Court Division to have control and superintendence over all subordinate courts and tribunals, which aims to ensure fairness and accountability in the justice system. However, mobile courts exercise their judicial power independently and beyond the supervision of the High Court. Therefore, section 8 of the Act contradicts established laws, undermines the constitutional framework, and indirectly violates Article 35 (right to a fair trial) of the Constitution. The case Secretary, Ministry of Finance vs Masdar Hossain (2000) upheld Article 22 of the Constitution of Bangladesh, which articulates the separation of the judiciary from the executive. The court also emphasized the functional and structural distinction of judicial service from executive and administrative services.

Moreover, executive officers are primarily trained in criminal law and lack adequate expertise in complex land statutes. Former Chief Justice Surendra Kumar Sinha criticized the idea of a &#39;dual judiciary&#39; as it hampers the proper functioning of the judiciary, and mobile courts exercise judicial powers outside the supervision of the Supreme Court.
Section 9 of the Act enables summary proceedings through mobile courts. The Mobile Courts Act, 2009, especially Section 5, empowers executive magistrates to hold summary trials. In the 2017 Mobile Court Verdict, the High Court declared multiple provisions of this Act unconstitutional, stating that granting judicial power to executive officials is a &#39;frontal attack&#39; on judicial independence and violates the separation of powers.
Recently, a debate has arisen regarding certain provisions of the Land Crime Prevention and Remedy Act, 2023, because they create significant power imbalances by expanding executive authority at the expense of judicial independence. This Act undermines the constitutional separation of powers and the exclusive jurisdiction of civil courts over land disputes. This overreach increases the chances of arbitrary justice, questioning constitutional supremacy. To uphold constitutional supremacy and establish judicial independence, amendments to these certain provisions are necessary.

Education Minister Mohibul Hassan Chowdhury Nowfel handed over the summary and statistics of the results to Prime Minister Sheikh Hasina at Ganabhaban around 10am, .

This year&#39;s average pass rate is 83.04 per cent, which was this year&#39;s average pass rate is 83.04 per cent, which was 80.39 per cent in the last year.

Of the total pass rate, 81.57 per cent was male students and 83.77 are female. It means that female students are leading the male.

The overall pass rates in different education boards of the country are: 89.13 per cent in Dhaka, 82.80 per cent in Chattogram, in Barishal, 82.80 per cent, 79.20 percent in Cumilla, 78.40 percent in Dinajpur, 92 32 percent in Jashore, 89.25 percent in Rajshahi, 73.35 percent in Sylhet and 84.97 in Mymensingh.

The SSC and equivalent examinations under 9 General Education Boards began on February 15 and ended on March 12. The practical ended on March 20.

A total of 2,024,192 students appeared for the SSC and equivalent examinations under the 11 education boards.

Senior lawyer Shah Manjurul Haque was present in the court on behalf of the writ. Barrister Harunur Rashid was with him.

Earlier, BUET student and Chhatra League leader Imtiaz Rabbi filed a writ in the relevant branch of the High Court on Monday (April 1). In the writ, the education secretary, the VC of BUET have been made defendants.

On March 27, at around 1:00 PM, a group of BCL activists entered the Bangladesh University of Engineering and Technology (BUET) campus under the leadership of top BCL leaders. BUET students protested the next day, on Friday. Meanwhile, the students presented a 6-point demand, including banning student politics on the campus.

Around 10.07 percent of students came out successfully in the Arts, Law, and Social Science Unit.

The passing rate was 8.89 percent in the Science Unit, 13.33 percent in the Business Studies Unit, and 11.75 percent in the Fine Arts Unit. 

Earlier, the entry test for the Arts, Law, and Social Sciences Unit was held on February 23, the Science Unit on February 24, Business Studies on March 1, and the Fine Arts Unit on March 2.

She was identified as Fairuz Abontika who was a 13th batch student of law department of Jagannath university.

Before committing suicide, she posted a status on her Facebook wall where she brought allegations of sexual harassment against one of her classmates, Amman Siddique.

Abontika, in her post, also accused the university&rsquo;s assistant proctor Deen Islam of misbehaving with her supporting Amman.

In the facebook post, Abontika mentioned that her classmate Amman Siddique and assistant proctor Deen Islam would be responsible for her suicide.

Abontika first posted the status about committing suicide on Facebook. Then she committed suicide by hanging herself from the ceiling of her room.

She was immediately rescued and taken to hospital where doctors declared her dead.

Jahangir Hossain, JnU proctor Professor, said that a five-member committee had been formed to investigate the girl&rsquo;s suicide and her complaint against her classmate and the assistant proctor.

He also said that both the student and the assistant proctor were suspended immediately.

                <![CDATA[Staff reporter : The Appellate Division of the Supreme Court on Tuesday stayed a High Court order to keep primary and secondary schools closed during Ramadan.

Now, primary schools across the country remain open for 10-day in the month of Ramadan, while secondary for 15-day.

A five-member bench of the Appellate Division led by Chief Justice Obaidul Hassan passed the order holding hearing on a petition filed by the state challenging the HC order.

Attorney General AM Amin Uddin appeared for the state, while lawyer AKM Fayez was present on behalf of the writ petitioner.

On Sunday (March 10) the HC ordered the closure of primary and secondary schools across the country during Ramadan.

The exams started at 10am across 3,700 centers nationwide.

This year, 20,24,192 examinees are expected to sit for the exams at 3,700 centres from 29,735 educational institutions, according to the Secondary and Higher Education Division.

No mobile phones or electronic devices will be permitted within the exam centers, except for a basic phone set without internet access to be used exclusively by the hall secretary. The question code will be disclosed 25 minutes prior to the start of each exam, streamlining the process for students and staff alike.
